The Municipal Manager as the Accounting Officer is responsible for the overall management of the municipality. The Accounting Officer, is accountable to the Council, who is to provide governance, guidance and oversight. The Accounting Officer is ultimately responsible for and should assume “ownership” of risk management. More than any other individual, the Accounting Officer sets the “tone at the top” that affects integrity and ethics and other factors of the control environment.

The administrative wing of the municipality is made up of 6 departments, including the Office of the Municipal Manager.
